The complainant who claimed to be a professor at Punjabi University had made his signature on behalf of the entire university professors however the university’s Teachers Association had denied to rectify any such complaint made on their part.
However, following complaint the higher Education department has ordered the University Registrar office to conduct the inquiry into these allegations and submit the report within 10 days time.
The complaint letter marked to Chief Secretary higher Education reads the allegations against its incumbent incharge Prof Balwinder Singh Tiwana. In the complaint it is alleged that Prof Tiwana has been involved in the corrupt practices and has been getting printed the examination papers from printing press without getting or issuing any tendering which was also not part of transparency.
Prof BS Tiwana however termed the allegations as baseless. He said that some people having vested interests were filing false complaints against him.
Notably in 2016 the then officiating VC Anurag Verma, IAS, then marked an inquiry into an alleged answer sheet scam in which it was learned that Punjabi University has purchased paper worth Rs. 200 crores in a period of seven years. The examination branch allegedly bought the cheap quality 24 lakh answer-sheets at the price that was double from the one available on the open market. It was alleged that the university purchased Rs. 8 per sheet whereas the same sheet was costing Rs. 4.26 and the commission or bribe of around Rs 10 crores annually had been going into the pocket of officials working in the examination branch.
The fresh complaint alleged that the department has not announced the examination dates as per University calendar which is set to delay the upcoming session. Besides this, it has led to cancellations of holidays of the faculty. The complainant alleged that the examination department does not provide examination forms to colleges as per requirement but are charging Rs 120 from them for each form. The complaint reads that there are mistakes in mark sheets of students while the results of each semester is delayed and students are forced to pay fee for another semester without getting results of previous semesters.
Dr Balwinder Singh Tiwana said the online process of filling examination forms was already started. He said that he has been making efforts to improve the quality of work with utmost dedication. He added that results declaration process was also improved and the evaluation and results were being declared faster.
