The Coram of Justice Girish Agnihotri of the Punjab and Haryana High Court has issued these directions vide its orders dated December 17, 2019.
The court mentioned in the orders, “The present writ petition is disposed of with the directions that the respondents may take effective steps to do the needful expeditiously preferably within 6 months. It is observed that the respondent-Union of India shall strictly adhere to the stand as aforesaid. Needless to mention that the petitioner if deem appropriate may make any representation to the concerned authority. No further orders are called for.”
There are 22 languages of schedule VIII and so far, the UOI has published the draft of the education policy in 12 vernacular languages only, and in English and the rest will now be published in the next 6 months.
Counsel Somesh Gupta for the UOI has submitted that “Summary of the draft National Education Policy 2019 has been published in 12 languages and in English and are available on the website of the Ministry of Human Resource Development. Translation of the summary document is in process for the remaining 10 languages of Schedule VIII.”
As per the information, so far, the education policy has been published in 12 languages including Assamese, Bengali, Gujarati, Hindi, Kannada, Malayalam, Oriya, Sanskrit, Sindhi, Tamil, Telugu, and Urdu.
The remaining 10 languages are Kashmiri, Punjabi, Konkani, Manipuri, Marathi, Nepali, Bodo, Santhali, Maithili and Dogri.
NISA Education has also been granted the liberty by the High Court to represent after the draft bill republished by the UOI in all the vernacular languages.
The NISA representatives told they approached the High Court through its president Kulbhushan Sharma by raising the issue of publishing the draft in all the vernacular languages, primarily in Punjabi.
NISA President, Kulbhushan said, “We raised the concern on behalf of all the stakeholders and filed a CWP dated June 10, 2019, so that the concerned authorities could frame a full proof education policy and the larger community of India is able to understand the same.”
